Project 



The Market Development Facility (MDF) is a multi-country private sector development program managed by Palladium on behalf of the Australian Government.  The program currently operates in Fiji, Timor-Leste, Pakistan, Sri Lanka and Papua New Guinea. MDF utilises a market systems development (MSD) approach to trigger lasting systemic change and create broad-based, sustainable pro-poor growth.  



Role



The Chief Operating Officer (COO) is a key member of  MDF's Core Leadership Team (CLT) and will work closely with the Chief Executive Officer (CEO) to shape and drive the future growth and development of the Facility. Responsible for ensuring the overall responsiveness, quality and efficiency of operations throughout MDF, the COO will also lead the development and implementation of MDF's capacity building, learning and development program. 



Responsibilities




  • Delivering  MDF's multi-country operating model, including oversight of finance, administration, logistics, procurement, HR, ICT and security;

  • Leading strategic development and operationalisation of growth opportunities; 

  • Developing and delivering MDF's Annual Strategic Plan and Annual Report.



 



Requirements




  • Prior experience in a management or team leadership role delivering large, complex donor programs, ideally with experience in DFAT funded programs; 

  • Demonstrated ability in developing and delivering business strategy;

  • Ability to develop and maintain operations systems and processes across multiple jurisdictions;

  • Ability to manage a large, diverse team across multiple countries, 

  • Strong communication and coordination skills in cross-cultural environments; 

  • Ability to develop the operational management skills of largely technically focused team members.
